I have a windows 8.1 laptop trying to access my exchange 2013 ecp via web. I can connect to the server and see the users, but when I edit for e.g a user ,all his data is blank.

same thing when I try to add a new user. I do not know if java is responsible for it, but I tried removing the java 8 up45 and install back again, turned compatibility view on, clear cache but issue persists

any encountered this issue and found a solution?

Try update your Windows and restart your PC and try again.

Try open website using IE App (instead of IE Desktop) and check if problem persist.

Are you working with the Internet Explorer ? Have you tried to work with the private mode to have a check? Can we access exchange 2013 ecp before?
Right click the browser and choose  "Start InPrivate browsering".
If the issue persists, we could reset the browsers settings to get an original configurations to have a check. (Tools\Internet Options\Advanced\Reset)

Considering this issue is also related to Exchange, we also could try to ask for help from our Exchange Forum. They may have some good advices for you.
